Public Review of Yukon’s Outfitter Quota System
The Board recently announced its plan to publicly review the Yukon’s Outfitter Quota System. This review will begin in 2026.
Purpose of the Review
The original Guidelines to Establish Outfitter Quotas was created through an extensive public process in the early 90s and came into effect in January, 1996.
While these guidelines served as an important tool for managing non-resident harvest opportunities since that time, several gaps and structural limitations have become increasingly apparent.
These challenges are not a negative reflection of the outfitting industry, but rather of an aging administrative process and policy that no longer aligns well with today’s legal framework and intricate co-management structure.
This review offers a valuable opportunity for co-management partners, the industry, stakeholders, and the public to work together to discuss wildlife management, harvest-sharing practices, and to modernize the outfitter quota system.
The Board’s goal with this review is to develop and recommend a modernized quota system that aligns with legislation, is socially acceptable, ecologically sustainable, practical to implement, and respects the values and rights of Indigenous governments and groups (both those with and without Land Claim Agreements).
The outcome of this process should also offer the outfitting industry clarity and certainty for the foreseeable future.
Our Approach and Anticipated Timelines
The process will be structured into four phases, spanning approximately 18-24 months. Each phase is designed to be transparent, inclusive, and publicly accessible.
- Phase 1: Co-Management Partner and Stakeholder Engagement (Mid-Late 2026)
- Phase 2: Public Engagement (2026-2027)
- Phase 3: Preliminary Analysis (Early 2028)
- Phase 4: Final Report and Recommendations (Mid-Late 2028)
Public Participation

- Workshops and/ or community meetings
- Online submissions, questionnaires and surveys
- Written feedback submitted directly to the Board
