Introduction
The Yukon Fish and Wildlife Management Board (YFWMB) seeks a qualified individual to develop a proposal for funding from the Government of Yukon. This will enable the Board to create a full-time, two-year term position for a Special Projects Manager. The proposal must include a comprehensive work plan, budget, and timeline for the Special Projects Manager position.
If the proposal is accepted and funding is provided, the Special Projects Manager will be responsible for organizing an inclusive, full-scale public review and, subsequently, making informed recommendations to the Board on modernizing the 1995 Guidelines to Establish Outfitter Quotas.
Background
The 1995 Guidelines to Establish Outfitter Quotas were developed through extensive consultations with outfitters, First Nations, the Board, and other stakeholders. These guidelines are due for an update to reflect modern harvest allocation and wildlife management practices.
This modernization process aims to ensure meaningful participation from Renewable Resources Councils (RRCs) and Yukon First Nations (YFNs) in establishing outfitter quotas, promote sustainable harvest allocations, and enhance transparency and clarity for the outfitting industry. The updated guidelines must incorporate relevant details of the Yukon’s co-management structure and feedback from all relevant parties, creating a balanced and effective quota system.
Essential Qualifications
The proposal writer must have the following:
- Detail-oriented with excellent organization and writing skills.
- Demonstrated ability to develop accurate, complex, and long-term budgets.
- Strong understanding of the intricacies related to territory-wide public engagement processes.
- Familiarity with Yukon’s co-management structure of Yukon fish and wildlife management, and its various land claims agreements, including the Umbrella Final Agreement.
- Knowledge of Yukon’s outfitting industry is considered an asset.
Scope of Work
The successful proposal writer will be responsible for the following:
1) Creating a Work Plan:
- Designing an extensive public engagement process involving all co-management partners, the Yukon public, and other relevant stakeholders and interest groups.
- Outlining the necessary steps for a Special Projects Manager to organize a comprehensive public engagement and develop recommendations on modernizing the 1995 guidelines document.
2) Developing a Budget:
- Estimating the costs of completing a large-scale public engagement process, including:
- Hiring a Special Projects Manager for a two-year term.
- Meeting logistics (i.e., hiring meeting facilitators, food & drink).
- Extensive travel arrangements for the Special Projects Manager, Board members, and staff to various Yukon communities (i.e. travel costs, lodging, miscellaneous expenses).
- Public communication materials and other related engagement expenses (i.e., advertising in print, social media, radio ads, etc.).
- Providing a detailed budget breakdown for the entire review process.
3) Establishing a Timeline:

- Identifying key milestones and deadlines for the two-year public engagement and review process.
- Ensuring the proposal and necessary documents are finalized and submitted by August 17, 2024.

- Yukon First Nations governments and transboundary Indigenous governments and groups.
- Renewables Resources Councils
- The Government of Yukon (Department of Environment)

Key stakeholders to be engaged by the Special Projects Manager in the public review process include:
- The Yukon public.
- The outfitting industry (Yukon Outfitters Association).
- Yukon Fish and Game Association (YFGA).
- Other relevant interest groups.
Budget
The maximum available budget for drafting this proposal is $8,000.
