Summary of proposed regulation change:

This proposal suggests enabling adaptive management (threshold or a permit hunt) to ensure that harvest from the Hart River Caribou Herd remains sustainable. This change would allow the Minister to modify harvest regulations for specific areas during the hunting season based on current information, should there be an emerging conservation concern. This is not intended to be an in-season closure.

Board recommendation:

The Board recommended the Minister accept the proposal, specifically for enabling a threshold hunt and not a PHA.

Status of Board recommendation:

The Minister of Environment both accepted and varied the Board’s recommendations, opting for Ministerial Discretion in choosing a broader adaptive management approach.

Outcome in regulation:

This move to adaptive management will soon be enacted in legislation (summer 2022) and will be available to come into effect as early as the 2022-2023 hunting season.
